Youth Volleyball Rules - ODESSA, RICHMOND, HIGGINSVILLE, LEXINGTON, LONE JACK LEAGUE

Most of our rules will follow High School Volleyball rules.  However, we have changed some rules to be age appropriate and Parks & Recreation compatible.  Please, rest assured all participants will learn the rules and concepts of Volleyball.  The main focus is to allow the children to learn and excel, not become discouraged with rules that exceed both age and ability.
 
The Game:
 
Volleyball is a team sport played by two teams on a playing court divided by a net. The object of the game is for each team to send the ball over the net to ground it on the opponent's court, and to prevent the ball from being grounded on its own court. The (server) right back-row player who serves the ball by hitting it over the net to the opponent’s court puts the ball into play.  The rally continues until the ball touches the ground/floor, goes "out" or a team fails to return it to the opponent's court or commits a fault.
 
The Rules:

  1. The game is started with each team captain picking a number between 1 and 5.  Whichever team gets closest to the referee’s number will have the 1st and 3rd serves of the match.  The other team will get to choose what side of the court they will start play on.
  2. Teams are allowed to borrow players from teams in the same or lower divisions to give them a MAX number of 6 players.  A player may only be borrowed one time throughout the year.  NO teams are allowed to borrow players during the tournament.  You may play with a minimum of 4 players during the tournament.
  3. A team is allowed to hit the ball three times (in addition to the block contact) to return it to the opponent's court.
  4. A player is not allowed to hit the ball twice consecutively, except when attempting a block.
  5. Overhand or underhand serves are allowed
  6. Net serves are legal.
  7. No blocking or attack hitting a serve is permitted. 
  8. Rally point scoring
  9. Free substitution (NO LIMIT)
  10. All substitutions will be made at the center back position.  (This allows everyone to play every position)  This rule does not apply to an injured player.
  11. A match will consist of the best 2 out of 3 games. 
  12. Games 1 and 2 will be played to 25, win by two or 30pt cap.  Game 3 will be played to 15 win by two or 18pt cap. 
  13. Games will have a 15 minute time limit.  The team that is ahead by 2 or more is declared the winner.  If tied or less than a 2pt spread they will continue to play until one team is ahead by 2pts or the first team to reach the “cap” for that game.
  14. “Out of Bounds” consists of any ball hitting outside of the boundary lines, the ceiling, antenna and walls.  The ball is considered out of bounds if it travels into another court where a game is being played and a side-out will be called followed by a point.  (If a ball from another court enters your court of play the ball immediately becomes a dead ball.  No points will be awarded and a re-serve will be granted to the serving team.)
  15. Any ball that lands on any part of the boundary lines is considered “in-bounds” and will be a side out with a point awarded
  16. No player may cross the center line. 
  17. No player may touch the net
  18. Grades 4-6 will use a volley lite ball.
  19. Grades 4-6 will be allowed to move up a maximum of 10ft into the court to deliver a serve.  (This is the player’s option.  We encourage anyone who can serve at regulation distance to due so, but we understand not every participant will be able to physically accomplish this task.)
  20. Net height Grades 4-6 will be  7'4”.
  21. All teams will be scheduled to provide “adult” line judges throughout the season.  Failure to provide line judges will result in forfeiture of your games played that day.
 
General Definitions:
 
Antenna: vertical poles attached to the outside edge of the net.
Block: A defensive play by one or more front row players meant to intercept a spiked ball. The combination of one, two or three players jumping in front of the opposing spiker and contacting the spiked ball with the hands. Only front- row players are permitted to complete a block.
Boundary lines: Two sidelines and two end lines mark the playing court. All boundary lines
are drawn inside the dimensions of the playing court.
Center line: divides the court into two team courts
Forearm Pass/Bump Pass: Sometimes referred to as the "bump" or "dig". Join your arms from the elbows to the wrists and strike the ball with the fleshy part of your forearms in an underhand motion.
Dig: Passing a spiked or rapidly hit ball. Slang for the art of retrieving an attacked ball close to the floor.
Dink: A one-handed, soft hit into the opponent's court using the fingertips.
Double Hit: Successive hits by the same player. (Illegal)
Dump: Usually performed by the setter, who delivers the ball into the opponent's court on the second contact.
Foot Fault:  Foot touches or crosses the boundary line while serving.
Kill: An attack that results directly in a point or sideout.
Lift/Held Ball: A ball that comes to rest at contact, or is not cleanly hit. Excessive topspin, sidespin, or backspin. Usually pertains to a mishandled set with open hands. The player has committed a foul.  Any open hand hit with the palm up in an upwards motion will be whistled a lift. (Illegal) This is a judgment call by the official and will be respected by both players and spectators. 
Match: The best of three games will win the match. Each non-deciding game will be won by the team that first scores 25 points with a minimum two-point advantage (no scoring cap). If there is a deciding game, it will be won by the team that first scores 15 points with a minimum two-point advantage (no scoring cap).
Pancake: one-hand floor defensive technique where the hand is extended and slid along the floor palm down while the player dives or extension rolls, so that the ball bounces off the back of the hand.
Rally Point Scoring: The team winning a rally scores a point (Rally Point System). When the receiving team wins a rally, it gains a point and the right to serve, and its players rotate one position clockwise.
Set/Volley: The tactical skill in which a ball is directed to a point where a player can spike it into the opponent's court. This is usually a two-hand over-the-head pass.
Side Out: Change of service when a serving team has failed to score a point. Occurs when the receiving team successfully puts the ball away against the serving team, or when the serving team commits an unforced error.
Spike: Also hit or attack. A ball contacted with force by a player on the offensive team who intends to terminate the ball on the opponent's floor or off the opponent's blocker.
